STRATEGIC PLANNING OF MUNICIPALITY
The objective of Strategic Planning is to highlight and describe Municipality’s strategic choices in promoting its local and internal development and the optimal operation of its services.

Strategic Objectives: Identification and Prioritization
Promotion of local development:
- Protection and upgrade of the natural and built environment (technical infrastructure and service networks, protection and sustainable management of the natural environment, spatial and urban planning)
- Improvement of the social and economic welfare of the inhabitants of the Municipality (education, sport, social policy, economic growth and job creation)
- Promotion of the Municipality bodies’ network and development of collaborations with the political-administrative system of the country (Region, Local Authorities), as well as private enterprises, associations and non-governmental organizations
Organizational - functional development:
- Improvement of the relationship between the Municipality and the citizens
- Improvement of the Municipality's relationship with the users of the services provided
- Improvement of the adequacy, the quality and the efficiency of existing activities
- Improvement of the economic situation (medium-term financial planning, monitoring the cost of services provided, more rational financial management)
- Improvement of production capacity (medium-term recruitment planning, development of existing staff, IT services, supply of mechanical equipment, land and building facilities)
- Organization and reorganization of services in order to improve the efficiency and quality of services provided through the use of Information and Communication Technologies
BUSINESS PLANNING OF THE MUNICIPALITY
Following the identification of the strategic options, objectives and targets, which constitute the strategic framework of the Municipality, Core Strategy SA draws up the Operational Plan, which quantifies the development objectives of the Municipality and develops the action plans based on time, spatial and economic planning.
Methodology:
- Specialization of strategic objectives into more specific objectives and sub-program of actions. The actions concern both projects (technical works, studies, training actions, etc.) as well as functions of administration and services (financial management, procurement, etc.)
- Prioritization of actions and completion of forms with a timetable for implementation of these actions
- Budget of Expenditure and Funding Sources
- Financial Programming of Actions:
- Estimation of revenue of municipalities and its Legal Entities, by source of funding for each year of the period considered
- Calculation of operational and investment costs of program actions
- Preparation of financial tables of the program by axis and measure
- Develop indicators for monitoring and evaluating the program, matching each indicator to a target-value for each action
- Design of the necessary Communication Program and guidance of the competent bodies of the Municipality, for the optimal organization of the disclosure process of the Program with the citizens, civil associations, local and social institutions, non-governmental organizations, social partners etc.
- Transfer of appropriate know-how and adequate practical training of the employees of the Municipality's services, with the aim of developing in the future an internal capacity for self-training, monitoring and evaluation of development actions
